Interview with Roelof Wittink
The consultant Roelof Wittink works in the dutch NGO Interface for Cycling Expertise (I-ce). Recently, he was in Florianópolis, where he joined with municipal authorities and checked the new cycling strutures that have been implemented in the capital of Santa Catarina State. On Monday, September 28, he granted the interview published below.
O consultor Roelof Wittink trabalha na ONG holandesa Interface for Cycling Expertise (I-ce). Recentemente, ele esteve em Florianópolis, onde se reuniu com autoridades municipais e verificou as novas estruturas cicloviárias que têm sido implementadas na capital catarinense. Na segunda-feira, 28 de setembro, concedeu a entrevista publicada abaixo.
Could you tell us what do you do, what is your job in I-ce?
Você poderia nos dizer o que você faz, qual o seu trabalho na I-ce?
Roelof Wittink – I am the director of I-ce. We are building with the Third World policies. So, we support, as the possibilities, the policies in other countries, and the politics for promoting cycling.
Eu sou o diretor da I-ce. Nós estamos trabalhando com as políticas dos países do Terceiro Mundo. Então, nós fornecemos suporte, conforme as possibilidades, às políticas em outros países e aos políticos para promoverem o ciclismo.
In the last two days, you knew some places here in Florianópolis. What did you know? What places did you visit?
Nos últimos dois dias, você conheceu alguns locais aqui em Florianópolis. O que você conheceu? Quais lugares você visitou?
RW – I was in the city center. I was at the lake [Lagoa da Conceição] and Campeche. They were the several places I specially wanna know because the cycling facilities that have been implemented.
Eu estive no centro da cidade, na lagoa [Lagoa da Conceição] e no Campeche. Estes eram os principais lugares que eu especialmente gostaria de conhecer por causa das facilidades ciclísticas que têm sido implementadas.
How do you analyse the bike lanes and bike routes that you saw?
Como você analisa as ciclofaixas e ciclovias que você viu por aqui?
RW – Well, the facilities that you have in Florianópolis are better than nothing, but the major lanes are not continue. If I want to go from A to B, there will be a situation when I will be in the street, dividing the space with the cars. In this case, we can make the traffic very calm, with low speed. What I see is the very small start. The people are afraid to take any space from the cars. But what should you do is to have a better speed relative for cyclists, for pedestrians… So there is a long way to go.
Bem, as facilidades que vocês têm em Florianópolis são melhores que nada, mas a maioria das vias para os ciclistas não é contínua. Se eu quiser ir de A para B, haverá alguma situação em que eu estarei na rua, dividindo espaço com os carros. Neste caso, nós podemos criar áreas de traffic calm (acalmia de trânsito), com baixas velocidades. O que eu vejo é um começo muito tímido. As pessoas têm medo de tirar qualquer espaço dos automóveis. Mas o que se deveria fazer é proporcionar melhor velocidade relativa aos ciclistas, aos pedestres… Então, há um longo caminho pela frente.

How you analyse the potencial for cycling in Florianópolis?
Como você analisa o potencial do ciclismo em Florianópolis?
RW – I think here we have a high potencial for cycling. And that’s a lot of reason. Florianópolis is a cycling city. We have some mountains, ok, this is an obstacle. But the distances for many trips are an opportunity to make them by bicycle. If you change traffic system, if you create the routes safety and direct rails for cyclists I could not understand why 20% or 30% of all trips by people will not become by bicycle.
Eu penso que aqui nós temos um alto potencial para o ciclismo. E há muitas razões para isso. Florianópolis é uma cidade ciclável. Nós temos algumas montanhas, tudo bem, isto é um obstáculo, mas as distâncias para muitas viagens são uma oportunidade para que estas sejam feitas de bicicleta. Se você modificar o sistema de tráfego, se você criar rotas seguras e pistas diretas para os ciclistas, eu não consigo entender porque 20% ou 30% de todas as viagens das pessoas não seja feita de bicicleta.
How do you compare the structures to Florianópolis bicyclists with the other cities that you know?
Como você compara as estruturas para os ciclousuários de Florianópolis com as de outras cidades que você conheceu?
RW – Of course you have a long way to go. If I compare with the other countries, there are some countries, like the Netherlands, Denmark and Germany, that have good facilities. But, well, the United States don’t still better than Brazil – and they are very rich! Comparing with another developing country, there are a lot of cities in India, for example, that you have still a lot of cyclists, but you don’t have any facility for cyclists. So, I’ve sensed you are doing better than a lot of cities around the world.
É claro que vocês têm um longo caminho a percorrer. Se eu comparar com outros países, há alguns, como os Países Baixos, a Dinamarca e a Alemanha, que têm grandes facilidades. Mas, bem, os Estados Unidos não estão melhores que o Brasil – e eles têm muito dinheiro! Comparando com outros países em desenvolvimento, há inúmeras cidades na Índia, por exemplo, em que você encontra muitos ciclistas, mas não há nenhuma facilidade para eles. Eu sinto que vocês estão indo melhor que um monte de cidades do mundo.

What do you think we could make better?
O que você acha que nós poderíamos fazer melhor?
RW – Well… a lot! [guffaws] I think the most important challenge that you have now is the politicians and people from the municipality the happy idea: yes, we have to change, and we can change. But to change policies that are all completely in other direction is not easy. That’s the biggest challenge and all the time organizations like ViaCiclo need to convince them: they can do better, they need to do better – I like the politic way.
About the new structures, you need to ask for the cyclists, invite everyone to experience them. Then you analyse: is this safe or not, is this comfortable or not? This is missed, this is a mistake, this is good for cyclists, and you can do that.
That’s, you have fifteen or seventeen years to go. Then, you’ll say you have a good cycling-friendly situation. But still there, you have to work every day very hard to make it happen.
Bem… muita coisa! [gargalhadas] Eu penso que a mudança mais importante que vocês têm agora é terem políticos e pessoas da municipalidade com a feliz idéia: sim, nós temos que mudar, e podemos mudar. Mas para modificar políticas que estejam todas em uma direção completamente opostas não é fácil. Esta é a grande mudança e todo o tempo organizações como a ViaCiclo precisam convencê-los: vocês podem fazer melhor, vocês precisam fazer melhor – eu gosto do caminho político.
Sobre as novas estruturas, você precisa perguntas aos ciclistas, convidar todos a experimentá-las. Então você analisa: isto é seguro ou não, isto é confortável ou não? Isto não está certo, isto está errado, isto é bom para os ciclistas, você pode fazer aquilo.
Vocês terão quinze ou dezessete anos pela frente. Então, você poderá dizer terá uma boa situação de cidade amiga do ciclista. Mas, até lá, vocês têm que trabalhar duro todo dia para tornar isso uma realidade.
